Intervention Groups of the Prison Service in the security system of penal institutions

W niniejszej pracy dokonano analizy funkcjonowania Grup Interwencyjnych Służby Więziennej (GISW) w kontekście bezpieczeństwa jednostek penitencjarnych. Celem było ukazanie roli GISW w reagowaniu na sytuacje kryzysowe oraz ocena skuteczności tych formacji z punktu widzenia funkcjonariuszy Służby Więziennej. Przedstawiono genezę powstania GISW, podstawy prawne ich działania, zakres kompetencji, strukturę organizacyjną oraz proces rekrutacji i szkolenia. W części teoretycznej przybliżono zagadnienia związane z bezpieczeństwem w jednostkach penitencjarnych, ze szczególnym uwzględnieniem typologii zagrożeń oraz stosowanych środków przymusu bezpośredniego. Zaprezentowano również zadania Służby Więziennej jako formacji odpowiedzialnej za porządek, bezpieczeństwo i resocjalizację osadzonych. Przeanalizowano także proces kształtowania się GISW oraz rozwój tej struktury. W części badawczej wykorzystano metodę sondażu diagnostycznego, posłużono się kwestionariuszem ankiety, który skierowano do funkcjonariuszy SW. Na podstawie zebranego materiału empirycznego dokonano interpretacji danych oraz wskazano kluczowe wnioski. Respondenci w przeważającej większości uznali GISW za formację potrzebną i skuteczną. Wskazano jednak także obszary wymagające udoskonalenia, przede wszystkim modernizację wyposażenia, zwiększenie nakładów na szkolenia oraz rozwój współpracy międzyresortowej. Wyniki przeprowadzonego badania wykazały istnienie wysokiego poziomu zaufania do GISW jako formacji wyspecjalizowanej, ale również potwierdziły potrzebę ciągłego doskonalenia systemu ich funkcjonowania, szczególnie w obszarze organizacyjnym, technicznym oraz dydaktycznym. Praca dostarczyła wiedzy o aktualnym stanie oraz wyzwaniach, przed jakimi stoją Grupy Interwencyjne SW, wskazując możliwe kierunki dalszego rozwoju tej formacji.

This study analyzed the functioning of the Intervention Groups of the Prison Service (GISW) in the context of security within penal institutions. The aim was to present the role of GISW in responding to crisis situations and to assess the effectiveness of these units from the perspective of Prison Service officers. The genesis of GISW, the legal foundations of their operation, their scope of competence, organizational structure, as well as the recruitment and preparation process were presented. The theoretical part of the thesis addressed issues related to security in penitentiary units, with particular emphasis on the typology of threats and the use of direct coercive measures. The duties of the Prison Service were also discussed as a formation responsible for maintaining order, ensuring safety, and supporting the rehabilitation of inmates. The process of shaping GISW and the development of this structure were analyzed in detail. In the research section, the diagnostic survey method was applied, using a questionnaire directed at Prison Service officers. Based on the collected empirical data, the responses were interpreted and key conclusions were identified. The vast majority of respondents recognized GISW as a necessary and effective formation. However, areas requiring improvement were also indicated—primarily the modernization of equipment, increased investment in training, and the development of inter-agency cooperation. The findings confirmed a high level of trust in GISW as a specialized unit, while also highlighting the need for the continuous improvement of their operational system—especially in organizational, technical, and instructional aspects. The thesis provided insight into the current state and challenges faced by the Intervention Groups of the Prison Service, outlining potential directions for the future development of this formation.
